Team GO Rocket Leader Arlo battles with powerful Pokémon, as we detailed the best counters needed to defeat him in Pokémon GO.
Team GO Rocket Leaders are enemy battles that can be challenging for Trainers to overcome in Pokémon GO; however, it can be rewarding. Defeating Arlo, Cliff and Sierra will lead to the showdown with their boss, Giovanni, but before that, you’ll need to go head-to-head with each leader.
Preparing for the battle with Arlo will heavily depend on the combination of Shadow Pokémon he’ll use, but we’ve made this encounter a little easier for you. This guide details Arlo’s current lineup and the best counters, including Pokémon, their typing, and attacks to use against him in Pokémon GO.
Arlo’s Current Battle Lineup In Pokémon GO
As of 1st October 2022, Team GO Rocket Leader Arlo’s lineup has remained unchanged, making assembling your counters straightforward. His lineup consists of Shadow forms of various Pokémon which are left behind in defeat and can be purified using Stardust and Candy.
Below is the current Pokémon lineup for Team GO Rocket Leader Arlo for November 2022:
- Arlo Battle Phase 1: Shadow Charmander
- Arlo Battle Phase 2: Shadow Charizard / Shadow Mawile / Shadow Salamence
- Arlo Battle Phase 3: Shadow Gardevoir / Shadow Scizor / Shadow Steelix
With Arlo’s lineup determined, it’s essential to prepare for battle, assembling the best Pokémon to counter their attacks and Pokémon types. Once you’ve defeated enough Team GO Rocket Grunts and put together fragments of the Rocket Radar, use the item to track down one of the three leaders, including Arlo.
Best Arlo Counters In Pokémon GO
With Arlo’s current Pokémon lineup established, using the Pokémon’s typing, you will be able to create a lineup to counter them for each phase. In Phase 1, Arlo will send out his Shadow Charmander, a Fire-type Pokémon immune to attacks from Steel, Bug, Ice, Fairy, and Fire-types and vulnerable to Ground, Rock, and Water-type attacks.
Best Charmander Counters:
- Excadrill (Ground): Mud-Slap (Fast Attack); Drill Run (Charged Attack)
- Rhydon (Rock/Ground): Mud-Slap (Fast Attack); Stone Edge, Surf (Charged Attack)
- Rhyperior (Rock/Ground): Mud-Slap (Fast Attack); Rock Wrecker, Surf (Charged Attack)
- Swampert (Ground/Water): Mud Shot (Fast Attack); Hydro Cannon, Earthquake (Charged Attack)
- Tyranitar (Rock/Dark): Smack Down (Fast Attack); Stone Edge, Crunch (Charged Attack)
Phase 2 of the battle against Team GO Rocket Leader Arlo will see him bring out one of three Shadow Pokémon, Charizard (Fire/Flying), Mawile (Steel/Fairy), and Salamence (Dragon/Flying). As you’ll not know which of the three you’ll be up against, it’s best to have a lineup flexible to combat either attack, with Rock-types being a common threat for them.
Shadow Charizard is also weak to Electric, Ground, and Water-type attacks, which should help combat its Fire-type attacks and Rock-type Pokémon with access to the Smack Down Fast Attack. Like Shadow Charizard, Shadow Mawile is also weak to Ground Pokémon and Fire and Water-type Pokémon.
Shadow Salamence is the final Pokémon for the Phase 2 battle with Arlo, with a moveset similar to Dragonite. Countering Salamence’s moveset will require Fairy and Ice-type Pokémon with access to the Charm Fast Attack.
Best Charizard Counters:
- Alolan Golem (Rock/Electric): Volt Switch (Fast Attack); Stone Edge, Wild Charge (Charged Attack)
- Aerodactyl (Flying/Rock): Rock Throw (Fast Attack); Earth Power, Rock Slide (Charged Attack)
- Gigalith (Rock/Fighting): Smack Down (Fast Attack); Rock Slide, Superpower (Charged Attack)

- Terrakion (Rock/Fighting): Smack Down (Fast Attack); Rock Slide, Sacred Sword (Charged Attack)
- Tyranitar (Rock/Dark): Smack Down (Fast Attack); Stone Edge, Crunch (Charged Attack)
Best Mawile Counters:

- Ho-Oh (Fire/Flying): Incinerate (Fast Attack); Brave Bird, Sacred Fire (Charged Attack)
- Kyogre (Water/Ice): Waterfall (Fast Attack); Blizzard, Surf (Charged Attack)
- Rhydon (Rock/Ground): Mud-Slap (Fast Attack); Stone Edge, Surf (Charged Attack)
- Rhyperior (Rock/Ground): Mud-Slap (Fast Attack); Rock Wrecker, Surf (Charged Attack)

- Togekiss (Fairy/Flying): Charm (Fast Attack); Ancient Power, Flamethrower (Charged Attack)
Should you overcome either of the Phase 2 Pokémon battles, the final phase sees Arlo bringing a powerful lineup into battle. Unlike the first two phases, your Pokémon lineup depends on which of the three Shadow Pokémon: Gardevoir, Scizor, or Steelix he’ll use.
Best Scizor Counters:
- Chandelure (Ghost/Fire): Incinerate (Fast Attack); Flame Charge, Shadow Ball (Charged Attack)
- Entai (Fire/Steel): Fire Spin (Fast Attack); Flame Charge, Iron Head (Charged Attack)
- Heatran (Fire/Steel): Fire Spin (Fast Attack); Flamethrower, Iron Head (Charged Attack)

- Melmetal (Steel): Thunder Shock (Fast Attack); Rock Slide, Superpower (Charged Attack)
- Metagross (Steel/Psychic): Bullet Punch (Fast Attack); Earthquake, Meteor Mash (Charged Attack)
- Nihilego (Rock/Poison): Acid (Fast Attack); Rock Slide, Sludge Bomb (Charged Attack)
Best Steelix Counters:
- Excadrill (Ground): Mud-Slap (Fast Attack); Drill Run (Charged Attack)
- Groudon (Ground): Mud Shot (Fast Attack); Earthquake, Fire Punch (Charged Attack)
- Heatran (Fire/Steel): Fire Spin (Fast Attack); Flamethrower, Iron Head (Charged Attack)

- Tapu Fini (Water/Fairy): Water Gun (Fast Attack); Moonblast, Surf (Charged Attack)
- Zacian – Hero (Fairy): Snarl (Fast Attack); Close Combat, Play Rough (Charged Attack)
Arlo’s lineup will differ from Trainer to Trainer; being prepared for any potential lineup is crucial to defeating him successfully. The best trio to use against him will be Chandelure, Excadril (against Gardevoir, Mawile, Scizor, and Steelix), and any Fire/dual-type Pokémon like Entai, Heatran Ho-Oh, or Moltres against the remaining potential Pokémon.
